why we say one to 1?

Hi Nustian, If you are referring to the term "one-to-one", it could mean a ratio. For example, I have one of something and so do you - so it is a ratio of 1:1. If an 8-slice pie is divided between 8 people, that would be one-to-many. Since this is a communications forum, I should assume you're talking about communicating one-to-one. This usually means an individual communicating with another individual. Email is generally a one-to-one communication, as is instant messaging or a telephone conversation. Does this help?
