why a siphon cannot work in vacuum ?

A siphon is an instrument used to transfer water from a higher level to a lower level, which is a general characteristic of fluids. I think this property of fluids works only under vacuum.

A siphon works because the tube connecting the two volumes of fluid is under lower pressure then the surrounding air
In a vacuum there is no external pressure
