The probability you pick a heart is 13/52 or 1/4.  Now you put the card back so there are again 52 cards in the deck and 13 of them are spades.  So the probability you pick a spade is 13/52 or 1/4.
The  probability of heart and then spade is 1/4 times 1/4 or 1/16 just like lisa said.
