Jeff is holding a deck of cards, and asks you to pick 2. What is the probability that you pick a heart the first time and a spade the second time? He says to put the first one back in the deck before picking the second one. A.1/4 B.1/16 C.1/13 D.1/169

The probability you pick a heart is 13/52 or 1/4. Now you put the card back so there are again 52 cards in the deck and 13 of them are spades. So the probability you pick a spade is 13/52 or 1/4. The probability of heart and then spade is 1/4 times 1/4 or 1/16 just like lisa said.
