I am writing an ethics based essay but I am extremely confused on what the question/answer for the question would be. We are given a situation then asked a question. The essay is to then discuss the question and come to a conclusion or answer. Any help is much appreciated. Facts and question are below:

Facts: 
Engineer A works for Company X which is owned by Engineer B. Company X is currently experiencing financial problems and Engineer B recently created another company, Company Y. Engineer A has learned that Engineer B recently advised clients of Company X to remit payments for work performed by Company X and its employees to Company Y.

Questions: 
What are Engineer A’s ethical obligations under the circumstances? 


I feel that it is Eng. A's responsibility to contact the clients but I am not sure if that is correct or not. We are supposed to back up our opinion using the Engineering Codes of Ethics.
