For one, it depends on highly upon which cell we're talking about here. Cells aren't exactly just produced in one part of the body and then "shipped" where they're needed. Cells are generally the result of mitosis, which is a natural cycle in which a cell splits apart after growing more organelles and extra DNA.

exactly, Kainui answered that great. If you want susbtances that do travel from its place of production to a different target then you are asking for hormones, these work as chemical messengers throughout the whole organism. but cells, no.
they are continually undergoing mitosis to renew themselves in a specific tissue.
