In BEDMAS; Brackets, Exponents, Multiplication, Addition, Subtraction... Do exponents go at the exact same time as square roots? So in sqrt(8+x)² , the square roots and exponents cancel at the exact same time?

Yes and so exponents cancel out. leaving you with 4.
