Hi Aadarsh, you are correct - if you are blocked you cannot become their fan or send them testimonials. If NotTim does, in fact, know of a way to get around that we'll figure it out and block it after it is utilized and reported.

The only way around this is to have them unblock you. Or try to talk to them in chat.

There will be no such mechanism evolved. Those people will also not be notified if you try to @-mention them. This is intentional. Blocking is a way that users can control who gets in touch with them, and there is no way that will change unless you convince that user to change it.
