46. Use ratios to find the correct answer. 23 : 14 = 1.64: 1. Then I multiplied 23 and 14 by two in order to keep them evenly divisible and took the ratio to get 46: 28 which is equal to 1.6 : 1. So the correct answer is 46.

Let me do it a bit different. If a numberb is divisible by 23, this number is of the form \[ b =c \times 23\] where c is a number. \\ b is also divisible by 14 so \[ b = c_1 \times 23 \times 14 = c_1 23 \times 7 \times 2 \] so be can be written \[ b = c_1 \times 46 \times 7\] so it is divisible by 46
