Look at what each word means in normal English, not physics. Insulator and resistor are not compatible with "material that provides little or no resistance." Similarly, a circuit is a collection of elements like voltage sources and resistors, so that leaves...

conductor. well conductors also have internal resistances but here in your example only it is the choice to pick.
