they give you a value for cosine of theta which is the ratio 2/3.  they also give you that theta is an angle in the 4th quadrant.  
the question is to find 1/cot(theta)... the exact value....

Ohhh. If they asked 2nd or 1st quadrant, how would they ask it?

well they definitely can't say that theta is in the second quadrant because the ratio they gave is positive 2/3.  cosine in the second quadrant is negative.

but they could say theta is in the first quadrant by stating 0<theta<90 degrees.
