they give you a value for cosine of theta which is the ratio 2/3. they also give you that theta is an angle in the 4th quadrant. the question is to find 1/cot(theta)... the exact value....

well they definitely can't say that theta is in the second quadrant because the ratio they gave is positive 2/3. cosine in the second quadrant is negative. but they could say theta is in the first quadrant by stating 0<theta<90 degrees.
