can some please please show me how to do this scatter plot.

horizontal axis is years
vertical axis is speeds

Well, let 1915 = time 0. So, 1920 = time 5, 1925 = time 10, so on and so forth. Then scale the vertical axis appropriately and make a little tick mark at, say, x = 0 and y = 89.94
