if you want to format a single drive then go to dos operating system and write .....
format C:

if you want to format complete laptop then re-install the windows. while re-installing format your laptop....

Simply Open the start button (Right corner) Than click computer. A window will open, right click your C: drive, then click format.

If you are just trying to format a hard drive then depending on the operating system you are running there is different software available for that purpose. Or you could even use the GParted Partition Editor Live CD/USB/PXE/HD to format without even needing an operating system installed to do it from: http://gparted.sourceforge.net/livecd.php
