What is the meaning of "Better a diamond with a flaw than a pebble without"? Please help..

I guess it means that even if something nice has a little fail, it doesn't matter too much, because the fail can be removed. And in something ugly, is not as valuable as that

I was thinking of something like this
Achieving something great or difficult with some flaws in it, is better than achieving something which is easy, perfectly.
