are you just meant to assume the line is horizontal?

A horizontal line is just in the form \( y = k \) \( (x, k) \) is the set of all points on that line, where k is always the same and x can by any number. (So, its the same y-value parallel to the x-axis) |dw:1334108199642:dw| (3,10) is on the line, so y=10 must be the line equation since that is a horizontal line with y-value 10.
