What work have you done so far? My advice would be to start by collecting some good, credible sources. Go through them and find some important details you'd like to mention on the topic. (Note I said credible - not Wikipedia!)

Just by googling "history of penicillin" I found this article from the National Institute of Health called New Light on the History of Penicillin. Since you're topic is on the history, this seems appropriate. http://www.ncbi.nlm.nih.gov/pmc/articles/PMC1139110/

Think about how you're going to open your paper. Maybe start with a profound statement or a famous quote and use that to lead into your first topic. Something like this: "The accidental discovery of penicillin in the twentieth century may be one of the greatest milestones in medical history." Start writing down a few topics - who invented it, how, what was it used for, how has it affected the world, whatever.
