its saying the 1st term is 0 and for each subsequent term add 3 to the previous term 

$$a _{1} = 0 $$
$$a _{2}=a_{1}+3$$
$$a _{3}=a _{2} +3$$
$$a _{4}=a _{3} + 3$$
