To make shade of green paint, 3/10 is blue while 7/10 is yellow. To make 70 quarts of green multiply 70 by 7/10.
10x = 70 x = 7 is the multiplier therefore 7*7 = 49 qts of yellow paint and 7*3 - 21 qts of blue paint
