Condensation occurs when the attractive forces overcome the natural kinetic energy of the molecules.

If you imagine a bunch of balls bouncing around at high speeds, even if they're attracted to each other, they won't clump together - the balls simply have too much energy!

You have to remove some of that energy for the balls to slow down. Then, the attractive forces can start to cause the balls to clump.

If the attractive forces are strong, you don't need to remove as much energy. However, the opposite is true as well.
