A function takes inputs (Xs) and maps them to outputs (Ys). An ordered pair like (3,2) says that the function takes the input 3 and maps it to the output of 2. A rule of functions is that no input can get mapped to two outputs. So I can't have the ordered pair (3,1) and (3,2). However, two inputs can get mapped to the same output! =D So for example, if 2 and 10 both got mapped to 5, I would have the ordered pairs (2,5) and (10,5).
