Between F(electric force), E(electric field) and V(electric potential) which one of these can be negative and why?

In my opinion its no thing like Electric Force, its just Force, and yes it can be negative as Force is a vector quantity and needs a direction, Electric Field cannot be negative but i am sure about it.

I think F and E can be negative, because they are vector quantity. They have direction on positive purpose and negative purpose.
