It actually pretty absurd. I was having a discussion about this the other day, and it literally makes no sense. Making weed legal would lead to a government regulation and distribution of it. This would increase government revenues and pay for all sorts of social programs and whatnot. Having it legal would also cut down on revenue to drug dealers and other undesirables. Further weed is largely understood as a gateway drug only because it connects the user to a source of further experimentation through a dealer. If it was legal it would be far less of a gateway. With legalization, far less people would have criminal records or even be in prison for doing something so harmless. it doesn't make any sense, most thinkers on the subject understood this over thirty years ago, and were certain it would be legalized back then.

It depends on where you are. Under United States law, yes, it's illegal to even have it unless you have some kind of medical prescription for it. Many of the reasons are because of older arguments that have entrenched it as a "gateway" drug or as addictive. It's a fight that those seeking to decriminalize it have been long arguing. However, that only applies to the US and other countries that have deemed it relatively illegal under their laws. Other countries, such as the Netherlands, are not as strict as the US is with cannabis use and people are relatively free to use it in those locations. On the more extreme end of the scale, other countries such as China and Japan take a very dim view of cannabis use and lump it in with all of the other drugs deemed illegal. In Japan, you can expect to get a few years in jail for possession. In China, if you're caught dealing, you can expect either a life sentence in prison or execution. It's all about how your particular country, and even your region within that country, that defines cannabis use.
