Do you mean the "Ken Burns effect"? If so, the Ken Burns effect refers to zooming or panning across a still image, often a photo or painting, with a motion picture camera. It ads a sense of movement to an otherwise static image. Ken Burns used this technique in his popular 1990 production "The Civil War".
