a 35-year-old man has a maximum heart rate of 168 bpm. he plans an excersice program so that his heart rate will be between 75% and 90% of his maximum heart rate for atleast 30 minutes a day, 3 days a week. calculate the desired range of heart beats per minute for this excersie program

I think the amount of time he will be exercising is a red herring to confuse you. I'd just get 75 and 90% of the max heart rate and between these two values is your range.
For 75%: \[168 \times 0.75\] This is the minimum number of heart beats per minute within the desired range. The information like, "atleast 30minutes a day, 3 days a week" seems unimportant. I'll let you try finding the maximum.
