I think the amount of time he will be exercising is a red herring to confuse you. I'd just get 75 and 90% of the max heart rate and between these two values is your range.

For 75%: \[168 \times 0.75\] This is the minimum number of heart beats per minute within the desired range. The information like, "atleast 30minutes a day, 3 days a week" seems unimportant. I'll let you try finding the maximum.
