what are the rules for converting to scientific notification?

Lemme give you an example, 38 000 000

Scientific notation should be under the form x.blahbla * 10^n

So in this one

In you divide it by 10 000 000, you would get 3.8
Then 10 000 000 will be 10 ^ 7 , as there's 7 zeroes behind the 1

38 000 000 under sci notation would be 3.8 * 10^7
