I would say it is. It is just a subtle summary of what your essay will be about. Most thesis statements are found at the end of the first paragraph.

thesis statements need to make an arguable claim; that's a vague statement of fact/observation that would apply to basically anything

i agree with clstal and recommend that you first investigate the negative impacts and the positive impacts, then state the most important ones as part of your thesis.
