if 3 pounds can feed 15 people,therefore 1 pound will feed 5 group of people..if there are 200 people, when they are in group of 5 ,it'll be 40 groups. So 40 pounds of potatoe-salad will feed 40groups which is 200people in general

Right, basically divide 200 by 15 to find out how many groups of 15 you will need to feed, which is 13.3333....etc.
Then multiply 13.3333....by 3 to find the number of pounds for your 15 groups. This equals 40 pounds in total.
