In the early 1920's, there was a "Ban on Factionalism" in the Communist party itself, that was an attempt to stop the party from splintering. Addition ally, it was the only (legally) existent party in the USSR for the time being. That being said, the Communist USSR was in conflict with the Democratic US throughout the Cold War largely because they were a Democratic, Capitalist society. Finally, the Soviet economy was centrally controlled by the Government. So what can you assume from this?
