What makes the elements on the periodic table have a neutral?

I'm assuming you are talking about a neutral charge, So that would be having the octet rule being complete. This means that the atom has 8 electrons in it's valence shell.

Great answer but its sorta complez for an 8th grader i dont understand it much.

I would just say that you have 8 electrons in the outer shell, or that you have an even number of electros and protrons.

Or you could say the atoms on the far right of the periodic table have a neutral charge and are known as the noble gases
