In composition, what effect is there with using a harmonic over melodic minor?

When using a melodic minor, you have different options of notes when descending. With the harmonic minor (which is used much more than melodic), you use the same notes ascending and descending. Also, the harmonic minor has a middle-eastern feel to it.
