Rebecca that site is for MLA I am looking for APA style. any other tricks up your sleeve? I have apa manual but it is not clear to me especially when siting pdf files contained in a website.

.pdf is a format, not a publication type. Many publication types can be in .pdf format. For example, if the .pdf document is a research article, follow APA style for citing a research article. If the .pdf document is technical report, then follow APA style for citing a technical report. I know this does not help, but I would need more information about the type of document to help with the citation style.

thank you that makes a lot of sense. it actually is from the govt site about health mandate and it is a synopsis in pdf format that I am citing.

It sounds like you are citing a research report. See the APA Manual on pages 205-206 for examples. The exact format will depend on what type of report, whether it is corporate author, task force author, etc.
