Looks like growth to me. You have x and it increases directly as y increases. If it was y = 1/4x then x would decrease as y increases
another way you can think of this is by asking your self: Is x positive? Is the base greater than 1?

My notes say that if b is greater than 1, it's growth and if it's between 0 and 1, it's decay. I just don't understand because there is no b.
I think here b means y-intercept. because the equation you showed in your question is the equation of the straight line. y=4x+0 and standard equation of straight line is given as y=mx+b where m= slope; in your case it is 4 b= y-intercept; in your case it is 0 Have you got it?
