I would guess Spain. Spain was one of the main colonizing countries; one of their main goals was to convert the "savages" to the civilized religion of Catholicism. Mercantilism was an economic policy in which the government had virtual control over all aspects of supply, demand, prices, etc. Spain would be one of the more logical choices. China did not expand very much; most of its history was internal warfare. Japan did expand in the 18th-19th-20th centuries, but it was lightly, and on the eastern regions of Korea and Russia and China. India did not expand very much either.
