It should depend on the type of scissors you are using. If you are using scissors made entirely of metal, then you my be in for a shock.  

If the scissors is of metal, but made of platic handle,  then you won't get any shock

Option A is baseless.  It can only happen whenever there is a electic potential > 3.6* 10^6 eV .

Option C and D are not possible because there is no current reaching the bulb.
