Explain the term "cultural flowering" in relation to the success of Weimar Germany.

The Weimer republic had huge underground cultures of art, literature, music, and political thought. Prior to World War II Berlin was seen as a rival to the cultural mecca of Paris. There are several hypothesis on why this sprang up. One of the most universal though was the weak central government and the backlash to the war were helped it flourish.
