here's the thing - like always in evolution - survival of the fittest - antibiotics resistant strain donkt "know" they're more resistant unless they are given a chance to out-compete ABx sensitive strains. therefore a suboptimal course of ABx may give them an adantage, thse same goes for suboptimal concerntrations. resistance is not always all or none - resistant bacteria are more hardly but many times can be eliminated by ABx
