Number of diet things / number of total things
7/13 says that there are 7 diet things and 13 total things. There are two questions you should ask. First, are there 7 diet things? If you count water as diet, then there are 9.
Second, are there 13 total things? 7+4+2 = 13?

yes there are 13 total things, and no I don't think water is counted as diet
