If two people, who are different sizes, push each other on ice away from each other will they exercise the same amount of force on each other? I thought yes because each action must have an equal an opposite reaction. Does this relate to Newton's third law, but I wasn't sure if the action reaction pair forces are between the same objects.

Yes, they experience the same amount of force on each other according to Newton's 3rd law. Action and reaction is always on different body. If they act on the same body then no one will move because they both will cancel each others effect.
