like UnkleRhaukus mentioned, we would have to set both values to a common unit. I worked with Centimeters since that came to my head first. 100cm=1m 1000m=7m so 700,000cm=7m the ratio is 2cm:7m or 2cm:700,000cm then just divide both sides by 2 to find out what the scale is. scale is 1:350,000

Just some amendment to the above solution. 100cm=1m 1000m=1km so 700,000cm=7km the ratio is 2cm:7km or 2cm:700,000cm
