Finding out the application is a hassle. "Filling" is a gerund because its function in the sentence is as a noun. Would it be better to run or to walk? "To run" and "to walk" are infinitives. A clue to identifying infinitives is the word "to" followed by the basic form of the verb. The girl riding her bike is my sister. "Riding" is a participle because it functions as an adjective in the sentence.
