I looked at wikipedia and, in fact, I think it explains Okun's law quite thoroughly according to wiki "Okun's rule of thumb" is an empirical, meaning coming from practice, experience (thus, the word "empirical" - it means from experience), not from theory (if it came from theory it would be an abstract concept), relationship between unemployment and GDP.
