not really a computer science question, but a computer question. i dual boot windows 7 and ubuntu (99.9% ubuntu) if i update to new ubuntu release, will that mess up my partition or can i just do it? my version is no longer supported as of today

it should install itself fine by just clicking the update button on the manager... but you will probably have more entries on the grub menu you will probably have a different desktop layout and (again probably) some other minor differences but you do not have to upgrade just because it is no longer supported that just means no more update manager pushes if it works and you like it and are used to it, don't fix it

You can update to new release without a problem. I have a window computer with Ubuntu partition, and I remember I have updated ubuntu to new release without any problem.
