please help! Find the mass flow rate of a water wheel if the power output is 25,000 Watts. Then find the efficiency.

we need the flow speed of the water to determine this.

actually, we would also need the efficiency as well or we'll have two unknowns. \[r=\frac{2P_{0}}{ev^2}\]where r is the mass flow rate, v is the flow speed, e is the efficiency and P_{0} is the power output (=25,000W).
