Why an electrical-charged can attract an un charged object and can either attract or repel another charged object without any contact between the objects?

the answer to latter question will be due to electrostatic forces (coulomb forces) .... electrostatic forces are non contact force like gravitational force. .... http://www.google.com/search?client=ubuntu&channel=fs&q=electrostatic+force&ie=utf-8&oe=utf-8
