parallel lines have the same coefficients of x and y and only differ in the constant term....which cud be deciphered once you put the co-ordinate (1,-3) in the eqn. of the arallel line.....i.e the eqn. of the reqd. line is
y=7x + c
put (1,-3) in it to get c and hence the eqn.
