It is pretty easy
Componnts of the circuit :

L_1 -->Inductor
c_1,C_2,C_3-->Capacitor
R_1,R_2,R_3-->resistors
D_1--> LED diode
D-2--> diode
IC1 -->Integrated circuit
Q_1 --> n-p-n transisitor
B_1 -- >battery

What you want to know apart from this. ??
Yes The base of the transistor is forward biased with help of capacitor C_1 by connecting positive of capacitor to the base
The collector region is reversed biased by connecting negative terminal of C_2 to the collector of transistor
The emiiter region is forward biased by connecting positive of C_2 to the emitter region.

Nothing great in the circuit apart from that :)
