Its possible ,Yes it will be outside from the line joining the centres.

It will depend on the the magnitude of charges involved.. Neutral point will never be in between. It will be either on the side of one or another. It will be on the side of that charge having less magnitude. Rest is the matter of calculation & to numerically determine the position of neutral point.

if the two charges have same magnitude but opposite charges then there will not be any neutral point.
