This one isn't too hard. 
If you mix them in equal quantities, you get 12% protein (simply the average).
Since we get more than what we want, try more cornmeal this time.
If we had thrice the amount of cornmeal, then, we get
 (16+8+8+8)/4 % =10% protein.
