So you are being asked to solve for 'x' hours. You aren't given a dollar value as a total so the one method is to manipulate it so that x is by itself.
Arguable the form you have it in would allow you to calculate the 'x' hour charge. The lesson surrounding this homework might give you a better clue as to the format the instructor is after.
If this is a lesson in beginning algebra it could be expected that your only requirement is to write the form you posted here. A means of getting you to read a word problem and translate that to algebra.

Close, $75 is the call out fee, that means that whatever is charged, 75 is added to it. So you are looking for y=mx+b, so what is changing in the tow truck example?

Yes, it doesn't matter how many miles you go because 75 will still be added to it. What does matter is how many miles you go because you are charged 13 for every mile.
