Not really sure if this is what you are looking for but hot water has much more thermal energy which causes the water molecules to vibrate more violently than if it were cold water. So my guess would have to be because of the heat transference between the water and the sugar, the sugar molecules also vibrate until the mixture comes to thermal equilibrium.
