A CD normally costs $15 and is now on sale sale for 1/ 3off . What is the sale price .

if you have 3 dollars, and your parent took 1/3 of the total value off, it would be 2 dollars left right? same thing apply here. If you have 15 bucks, and 1/3 is taken off, it's 5 bucks off. So the total amount you have to spend is 10 bucks :)
